when i go in wildy and it gives u the warning i can not kill ppl, i go about lvl 10 deepness and i still can not kill ppl, does being a lvl 73 person effect it?

73+10 = 83Cmbt Can Attk U
73-10 = 63+ You Can Attk x]

You can't attack certain lvls (that are too high or too low, depends on your combat lvl) so move into more deeper wilderness and try there.

if your attking someone lvl 63-83 you need to be in lvl 10

The lvl wildy is the difference lvl between what other person you can kill, say if ur lvl 72 combat, and in lvl 10 wildy, u can kill a lvl 62 or a 82, and they can also attack you

if you are for example level 20 you can only kill up to level 30's and down to level 10's, it had a limit, so when you go to level 40 wilderness, you can kill from level 60, for example, you can kill up to level 100's and down to level 40's
