Team capes....?

I joined members, and had my eyes on those team capes. The sticky telling us where to get them has gone (well, i've only just noticed it had). Could anyone please tell me one or two locations of the people who sell them.

Edgeville Bank. Theres this dude with a HUGE backpack on his back. It's around 50 gp per cape ;).
