Which free forum will fit my problem?

Hello, I am looking for a free message board which will allow super moderators to change a members user group to a naughty. Or is there a modification which will allow this to happen.

I have decided to use ProBoards as this is the forum that has the services I want.

On Invision forums when you create the user group you can set permissions as to what they can do; ie - access administration panel, ban users etc.
