W3schools annoys me.
I feel it just hands out codes and doesn't talk you through it enough.
HTMLGoodies is the best.
Step by step primers.

TCP/IP isn't a programming language, it's a protocol. You can't really say what is best, because lots of them do different things:
PHP or ASP for Server-side scripting
HTML and XHTML for end user text and images etc
CSS for styling :)
