"noresize" tag in HTML 4.01

When using frames in HTML 4.01 can anyone stop them being able to resize by using the "noresize" tag because it isn't working for me.
Rep will be added for any good help.

You could have a frame which has frames inside it put at a fixed width, that would probably be one of the easiest ways.
