I can help, well to start with, the easiest way is to download a free layout from a website, and then either edit it in notepad or use FrontPage.

Ok, First Buy or get free hosting, Then get your layout from a website or make it and code it. Then do the pages and stuff :). And Buy a domain if you wish.
