When i go on to habbox live it says my banwith limit has exceeded what does that mean

If he didnt pay his bills then the site would say "Suspended" not "Bandwith Exceeded"

Its basicly means alot of people has been on the site and the monthly bandwith level is full , he can wait or upgrade it...
