well firstly you need a host preferbly one that isnt freewebs as it isnt to good then you will need a fully coded layout ermm anyone else think of anything to add?

okay well if you are starting up, probably do something like this:
- unless you are experienced with css or photoshop etc (it sounds like you aren't) then get a free template. NOT ONE FROM FREEWEBS OR WHATEVER, they suck, you aren't making a proper website. It's like fake, if you get me. I say that because you actually do very little work yourself, and although you catch glimpses of HTML, people won't respect your site if it's freewebs.
-You got the template because you want to add content to it. If you waste your time making a layout, it would take you a while with your experience. So put in loads of content, always updating it.
-Get people to help you. If you find the right person they will contribute to your site a lot, making it better than you ever could have alone. But before you ask people, make sure you have a site to show them.
-If you want a forum, i suggest going over to http://www.proboards.com/index.html because they can host you a forum for free. If you want the ad's removed it will cost you, but use their service because this way, you would NOT have to touch a line of PHP.
-Get hosted! Find a cheap hosting package to suit your needs. This all depends on budget. If you want to spend as little as possible, don't get hosting with PHP installed or mysql databases, these won't be necesary (yet!) Instead just get simple webspace, with an easy to use control panel. You should have FTP access though. You don't need a lot of space, as your site probably won't be very big. However, if you haev a larger budget, buy a dot com domain name and possibly hosting with mysql and php etc. This will let your website have more functions, when you learn to use them. However, if you aren't keen on paying for what you aren't using, and may not ever use and also aren't a good learner in terms of PHP etc, then stick with a basic package. If i read their table correctly, sygon-hosting.com give you an excellent package for only £8 anually (i may be wrong). That's a great deal, but they do not look as professionally set-up as other hosting companys. However this could mean you get excellent support. It's your decision to make.
-Got your hosting? Then host it and post it :P - download a free FTP client, and enter the FTP details you should have recieved from your hosting company. It may be something like ftp.yourdomain.com (ftp://ftp.yourdomain.com) or ftp://yourdomain.com , you will also need a username and password. Now upload all your files into the folder required, it is often called something like public_html.
-Now you have your site online, tell everyone about it. Make it popular. It will be if you have a good site. Don't tell anyone about your site before its happened, as it may put them off your site for life, if they see an unfinished version.
-Think about making your own layout now. It shouldnt be too hard to change. But take your time, always host the best layout you have.
There you go! but before you start read some definitions of html, and php. also research your host before you pay.

You need a design, I suggest Adobe Photoshop (http://www.adobe.com) then you can read some awesome tutorials on webpage layouts on P2L (http://www.Pixel2life.com) And then getting started coding your layouts.
At first download Dreamweaver (http://www.macromedia.com) As it's always best too start of with that.
Then go too HTML Goodies (http://www.htmlgoodies.com) and read the HTML primers all the way through. Then you will have some HTML knowledge.
Then after a couple of months of HTML coding I suggest you learn CSS for better effects.
