Bad rep

How do I report a bad rep from SOMEONE? All it said was
" Very lame proof @ your siggy lol"
When my signature is a joke and the person ASKED me to be on it!Also he bad repped me in a alteration thread so there is no reason to bad rep me when the alteration is on a persons alt not SIGNATURES! I want it removed please.
