Erm, I know Freewebs, Angelfire, Geocities & Piczo.

All a bit unprofessional, but Geocities is the best out of the lot.

has ads but has loads of layouts to acess and you can use your own

If you can use ftp and cpanel Aj-Hosting does free packages from 50mb.
