to make someone a mod got to the acp click mod bits, select the forums u want to mod then choose the member, hey presto.
Topics, youd click post new topic, make sure your group has topic permissions in that forum, the admin group should realy have global abiltys and basicly be able to do everything "/

Making a Thread:

Go on one of your forums and click 'New Topic'.

Making a member into a mod:

CLick on Admin CP, then click 'Find/Edit/Suspend User', then search for the member, click Edit Details, then on the group select the group ou have made for moderators.

Done!
