They say the book O'piracy tells you how to behave, talk and dress like a pirate, so other pirates won't attack you.

Can you buy the cloths with out doing the hole quest?

I don't know, you can try, everybody is selling them though, and I see lots of people wearing them, they can't be that expensive so just try. :)

I couldn't sleep...so I decided to do it...even though I had to do zogre flesh eaters and rum deal before I could start the quest...which was quite irritating.
Anyway...I quite enjoyed the quest, it's really easy but it's not all walking half-way round runescape...which some are, that makes them boring if all you do is walk around talking to people.
The clothing is only on sale on the island you have to travel to during the quest...so you won't be able to buy them if you haven't done the quest...but they are tradable...so you can buy them from players.
