I suggest reading up on basic HTML although some of the techniques may be a little outdated with the whole XHTML compliency www.htmlgoodies.com (http://www.htmlgoodies.com) is always a good place to start.

Also good books like CSS ZEN will help you majorly to begin coding with CSS which is considerably the best thing ever for many coders. I have listed a few sites you may find helpful below:

You need to write the code which tells the web browser what the page looks like. You can't "convert" it to .HTML, as HTML comprises of text etc.
You could either learn how to code HTML (which takes long, and if you're a beginner just making a one off site it isn't worth it); or you could try using a WYSIWYG editor (E.g. Dreamweaver).
