This person isn't a GM though. It is someone who has a private WoW server and just knows what buttons to press. Not that hard, really. A GM or well, someone who works for Blizzard would have MUCH more power than this.

Actually theyre not avaidable to everybody, they are only avaidable to hackers creating their own private server (Illegal).
