in the plugins section on the admincp.

if you are using vbulletin 3.5.x its in admin cp, scroll down in the nav section until plugins :)

If you can't - you need to enable it in the vBulletin options menu, right at the bottom.

There Should be a Readme in Each Download - but yes, the above - the option in the admincp is where your meant to be able to upload one
