It would be 16/25 hours from the moment you buy it, you can only buy the items when they are repaired or already broken, not when they have 75% left or something.

yep u can trade it only when its fully fixed or fully broke

Yes, you can only trade it when it either says the name or the name with a 0 behind it, you'll also notice it is broken, but you can't place them in the trade venster anyway if they are partly broken.
