how can i enable banners and html in signatures?

I wouldent recomend you enabled HTML in signatures.

Use Admin CP.

Go to user CP and edit Options for the things you can change. Only Administrators can do what you're trying to do.

Me neither. Can be potentially dangerous and annoying. :)
