This kind of fits into this forum. Not actually sure though.

My neighbours have gone on holiday to Portugal for a week and they have left there dog outside in all week, they asked someone to take it for a walk twice a day. Apart from that is has been outside in the cold and rain day and night.

The dog has been barking constantly ever since they have been gone, and i mean constantly.

When they get back i am going to go and have a word with them about it but i know it's going to sound rude.

If you were in this situation what would you say to them (in a polite way).

+ rep to the best ones.

I'd ask them why it's been left out for so long. If they really really care about it then I will let it go, but if they aren't that bothered about it I would phone the RSPCA. :(

Here's what i'd say -
"Hey, I noticed your dog was out a lot and it was basically suffering. I think that it is very wrong, since dogs are also living things. Maybe pay someone to take care of it next time? I don't mean this in a harsh or rude way I was just telling you, since it hurt looking at your dog suffering like that".

I'd say something along those lines, but it depends on how much you know your neighbour.
