You can't change it on a whole as if you put a border on that upload field, the whole thing will have a border including the "choose" button. Try changing the field type by having a button = "Browse" a text field = The file location and then the submit button, then you can edit the individual buttons.
That would be my logic in order to edit your buttons,

I told you, Have seperate buttons.
- Example;
[Text field for file destination]
[Browse] [Submit]
- Your is currently;
[ Text field for file | Browse ]
[Submit]
Simple HTML and PHP is needed to do so,
