Then you use the selection to save the images in which represent certain places of your layout and open up Notepad and make CSS and XHTML to add them images and position them into the actual layout.

Personally I would use a combination of Macromedia Fireworks for my vector based works and Adobe Photoshop for my bitmap based work and Photo manipulation.

Also you have various others such as GIMP and Corel Photopaint also Jasc Paint Shop Pro (Now Corel) All of these cost money apart from GIMP which is open-source,
