Forum Technician (Admin) needed, who can create skins

I am needing a technician for my vbulletin forum (1100+ members) Who will be an administrator-I need them to be able to do things such as create skins-

yes what type it is (not meaning as in vbulletin cos uve already said it, but what type of 'category' does it fit into??) and are you paying because you wont get someone to make a V good skin for free...
