i need more information.

Bose makes amazing headphones. they can get extremely loud and also you cannot hear background noise. but they are like $150. I'd say if you want something reliable get some Bose headphones.

Boostaroo (http://www.boostaroo.com) offers portable aplifiers than can be attached to many portable products in order to boost the volume level.

I once had a Phillips CD player and headphones and they were loud and i liked them. But the headphones wire where u put the peice into the CD, its like cracked and doesnt sound so good. Im afraid if i get a Phillips headphones alone, it wont sound as good cause maybe it sounds louder if its a phillips headphones w/ a phillips CD player

The headphones included with the iPod are pretty horrible, actuall. But the in-ear headphones from Apple are really nice. You hardly get any distortion.

I would have to say sony head phones. They can really blast at high volume.
I have some plantronic mic/head phones that can blast it. They are about 15 pounds probs get em on ebay for 10. They can REALLY blast sound if you need them to. Not sure if you would like them for the PSP or not but they work for me:)
