No they won't, you could get them from random events since ever.

If it's JUST a dragonstone, that isn't very good... they sell for like only 60k.

Its not always just a dragonstone, theres quite a few things you may get with it. Some of them are 1-3 rune bars, 100 coal, 150 iron ore. Other things aswell.

It's several random events...probably all the general randoms...(not counting the specialist like mime, leo, freaky forester etc)
