1.3 is only free if it is in your cpanel, if not then its illegal, So you wont be able to get support to help you as the only people that use 1.3 will use there own from cpanel or use a free forum host.

It's also not illegal to transfer it between people.

It was a free release until 2.0

Thus' not illegal.
