Please could you tell me the best stats for a pure ranger?

i am making one for pking and was wondering what the best and most effective stats would be for it? [-+Rep+-]

99 range, 99 def.
Get your range and def as high as possible and you'll be ok, maybe some prayer levels.

Long range trains them both doesn`t it but its slower i think
