DONT use Frontpage dreamweaver is much better

Just click "file" and then "open" (open the frame set), or did you intend to ask how to add frames to a layout?

You'll need to slice your layout, and then add (I'm assuming) an Iframe.

i guessed, do u have fireworks?
You'll need to read some tutorials on slicing and coding layouts. How complicated is the layout you're slicing? If it's too complicated then you'll struggle trying to code it, as you've clearly not done this before.

slice in f/ws then
on dreamweaver click view and then table then goto layout mode
