1) Because people use it when **********, others just use their imagination.. Generally for people with high sex drive or those that don't have a partner or just who are **********.

2) I think most is 18, and the same reason some Horror films are certified at 18, it restricts young viewers watching them that shouldn't but the laws and certificates on films are broken all the time, all types of film.
