Umm I know this is HIGHLY unlikely, but is it possible that because you've disabled rep, you can't leave any rep aswell?

I thought when you disable rep, you can still give it out?

like i said, HIGHLY unlikely. Was just pulling any old idea out the hat.

Or maybe you're in a usergroup where you can't actually give out negative rep..

Probably because you have disabled your reputation points. Still, it's something that needs to be fixed.

When you disable rep it still lets you rep people, just tried it myself, might be something to do with javascript, have you disabled javascript?

Doubtful, Javascript runs a lot of this forum with AJAX technology, like the post functions.
