What would be less risky would be to pay off a pro website designer to do a site for you then just pay to keep the site going monthly like you would have to do if you bought a site of here.
If you have 200 quid in pocket then you could a decent site.

Why not start a hosting company then do hosting yourself and i can do you cheap domains pm me i can do you a reseller and domains! =]
