I am sorry for the late reply (3 days), however, I looked through this thread and so far I haven't really seen a complete (no offense to anybody) answer.

Only VIP Members are allowed to get a name change, unless, you own the Habbo that you would like your name to be changed to, in which case you must supply evidence to either A4AOwen or Seacat.

It would be much easier to buy VIP, and you can have your name changed to whatever you want as long as it complies with the rules and it isn't already taken.
