This guide will show you how to make a pker the proper way. Ive been given permission to put this guide up all credit to Josh.
Basics:
Let's start off with the basics, what we want to achieve is get a character with the highest possible magic level with the lowest possible combat. For this to occur we need to cut down the amount of Health, Defence, Attack and Strength levels etc.
Unfortunately since the release of Rs2 for every combat spell you cast you get a certain amount of Health exp, some of the ways to counter this is to not use combat spells, use spells like teleport, curse and bones to bananas etc.
Starting off the training:
I will show you how to train your magic pure with curse, weaken and confuse. These spells give a lot of exp with no health experience so your gain minute amount of combat levels (you only gain every few magic levels). And also the fact that the runes require for these spells are cheap is a bonus.
Unfortunately the lowest of these (confuse) needs a minimum level of 3 Magic so you will need to cast wind strike until you get the minimum requirement for this. (Wind Strike needs 1 mind rune and 1 air rune per cast). The best place I have found to use wind strike when you are beginning is Port Sarim Jail.

The Training:
Now that you can use curse head over to varrock and into the palace and look next to the stairs for a cage with a zamorak mage inside. The good thing about this zamorak mage is that he cannot escape and you can continuously cast curses and weaken on him and you do not have to stop except perhaps for a few seconds every 20 to 30 or so casts.

I suggest you do not get your mage higher than level 40 combat because this is the level when you start finding more rangers in packs and they can kill you in seconds. Plus this is also the level when melee's start using rune weapons so better kills.
You should be about 53 mage and 37 hp but carry on training but make sure you dont go over 40 combat! If anybody would like a rangers guide up let me know
