Thats a leased licence. ;) Not owned.

And it says in the policy or something, you can't sell leased.

Also you said the expiry date is the 28th yet it says 21st there and also i think that vBulletin have the date format like d/m/y

Yes but it says Inactive and in lisence options you are able to download the vbulletin files.
