Er you get them from Rogues den minigame, you need 50 agility and theiving to do it.

You could wear...... uh..... initiate/white legs. They'll go well with the top.

But I think you can also just buy white legs from people.

There are no black legs which aren't armour, I think. So you'll have to go with pirate legs.
