Are the names for these 'Hurricanes' just randomly chose, and who names them?

So how is Gordon relative to anything to do with Hurricanes personalities or their speeds?
I thought whoever discovered that Hurricane, it was named after them.

When a tropical depression reaches tropical storm strength, it is given a name.

Sounds better than hurricane helen.


If that tropical storm isn't here yet.. and the winds are already pretty strong.

(I guess the newspapers will be over-reacting soon, With headlines like.
