Well i just went to port sarmin and decided im gonna get like 200 pc points -.-
and get 70 attack
so i can use my friends whip haha :P
but it sucks cause u cant train str with whip >:\

i can take u to the ones in the waterfall if youve done the waterfall quest

and the ones on karamja are in a dungeon in that little city to the west of it (brimhaven??)

Go to Brimhaven (On Karamja) Its the pirate place
Go to like North West where there is a tribe, south of there is a big stone door and a guy called saniboch. Pay him 875 gold to go in.
You need a wc axe and agility sills to make it through there.
Or you can go to smoke dungeon or Waterfall dungeon or whatever its called
And if you think rune scims, half keys and dmeds are common drops from them you are wrong.
I've killed about 600+ and the rarest drops Ive got are half keys or rune scims
