They're a little drink thing that stops you over heating and getting hit by the desert.

You can buy them in Shanty Pass, south east from Al-Kharid. They're about 5gp each.

You wont need a magic carpet ride, and will only need 1 waterskin, plus after a ride on a magic carpet you stil need to drink using a waterskin.

and it auto drinks, so don't be clicking it and thinking why its not drinking. :)

Or if your up for a challenge you could head deaper into the kalphite lair and kill the stronger ones because the lvl 28s are pushovers.
