So that you cant change the content of your thread after the person you are targeting has read it ;).

Normal users can't edit their threads after 15 minutes anyway so you should just wait until someone else has replied to the thread :).

It's because he's Cautions. When you're cautions it puts your rep power down to 0 so you can't affect anyone's reputation unfairly (I think). Being cautions also stops you from using other things such as the edit button which this thread is based on :p. Also you're not allowed to post off-topic in threads ;)
