I dont know a whole lot about it but i think what youd need to do is create a server side app that will automaticly put together and run shell commands on the host machine, and then just have it attached to a html/php front end. So youd want someone with alot of unix type O/S exspernce, who can use the command line well "/

You can run SSH Commands using PHP. So you could do that to start & stop the radio etc.

Yes. This is actually quite simple. It would not require any server side programs - everything you need is included in PHP. It just would require a moderate amount of PHP knowledge and some Linux/Windows command line skills.
