Depends what you are refering to number 1,

On the bigboards tracker only 2 habbo forums have managed to get into their survey.

thats Habboxforum.com and habboforum.com.

Habbox is certainly the largest of all habbo forums so we are number 1 (in size, members, posts and hits) but their really isnt a definitive way of finding away to rank the habbo fansite forums unless you hold a massive unbiased survey on habbo hotel about which is better and count the votes.

Habbox is the biggest (and best ;)) Habbo hotel forum out there :).

habboxforum is very well known, but not the best/popular

1: people have there own opinion
2: runescape forum is more popular as it has more members. Every subscribed player on runescape automatically gfets a forum account.
