Infraction PM

Before users were only recieving infractions if a moderator put a comment.

From now on, users will always recieve a PM with an infraction. This is so that new users and old users will understand why the got the infraction and also understand the forum rules.

If you recieve an unfair infraction, simply post it in the "Infraction Problems" thread in the Question / Comments forum :).
