Why are almost all new fan sites just forums?? And are there any "decent" fan sites with user systems out there at the moment? Don't have to be official?

Because i like websites with user systems, i think they get people involved more into the website..

urmm id reccomend habboremix and i can tremember the other one ( owned by calib on the forum) they have decent user systems and features ;)

there are many sites with usersystems and a site, just most users on this forum advertise there forums
