Nope, there all legit, they play competetively in leagues ( CAL-i , CEVO ) and played in LANS for example the Ryu Lan. There one of the best clans in source this very moment with a few others. All the footage on that Promo vid is taken from CAL-i matches and Lans, if they were suspected of hacks they'd be thrown straight out.

The more source movies you see, the producers will add these, think its called wireware or something. Just another thing to add into the video but there not hacks.

If you are talking about mat_wireframe then its a cheat and the server needs sv_cheats set to 1. Plus it basically is a wallhack anyway :P
