Steam is currently down due to a power faliure affecting the steam servers, there is no ETA for it being back up because the people won't come out to fix it because of the really bad weather.

Just as I wanted to play CS aswell ;(

people who have steam already loged on they are able to play... but for people who are not they ovivously can't
