i have heard that around winter time or next year habbo may be bringing out a badge for non hcs and a new range of clothes :S

Yes, its called the "commended habbo" badge.. didnt think it was new news. its for habbos who have been commeded by a member or staff, or a SH

We heard that was happening in December 04', I highly doubt it'll happen.
