The cape doesn't wrap around him totally on both sides, and this makes it look... dodgy?
Maybe add a darker shade of yellow to the tights/legs under the shorts, so there's a more obvious difference (unless my monitor is being crap again).

The cape doesn't look right, but I honestly can't think of anyway to fix it.
I'll stare at it for a while and try and get back to you. Sorry I can't offer much more CC =[
