I've never had a Ring Of Wealth, but I don't think it increases your chances of getting Clue Scrolls, seeing how they're random and all...

Nothing effects the drop of clue scrolls they are completely random. The ring of wealth only make drops more common, this does include not so good drops such as coins and rubbish like that. I haven't used one in ages.

Increases amounts of coins you get. By very little.

You'l get more coins in your drop, no wealth = less gp and items and all... It's nothing really needed to buy.
