Will it show on every pc, does every PC Have Mistral on by default?

It will only if it's installed on the users system, otherwise it will use a different font you define after mistral ie: "Mistral, Verdana, Arial, serif", it will try mistral, then verdana, then arial, and if they all fail to load, then it just uses a serif font.

1. If its your the pc they will be able to see it

If not they will see like times new roman or some default ugly font.

If you want everyone to see that font use GD, like nintendnews said and you will have to upload the font to your webhost.

If you want to use Mistral, but you're worried someone won't have it, define 'backup' fonts. <span style="font-family:Mistral, Arial, Verdana, sans-serif">Text</span>. That easy.

For the record, I have Mistral, and didn't download it.

I never said it came with Windows, I just stated the fact that I have it and didn't download it. It's packaged with a Microsoft product though.

Indeed, you have freedom of speech. But honestly, it's just annoying. I don't find it offensive, I swear quite often when I'm talking with people, in rl or online, where what I'm saying isn't moderated.
