no she didnt do that i walked in and she was glowing and it didnt go away

It's an after-effect of poofing/power-poofing. Not quite sure if it's a glitch or if it's a feature but after power poofing you can stay glowing :)

Sometimes its a glitch but most the time its done by themself.
