well the easyest way would be.
save to around 500-700k and buy a membership pin.
Then go to pest control.

Dude, unless you're going to spend years on this account, get members. Then, you can train to 99 in all melee stats in like 6 months with Pest Control.

If you haven't got guthans, learn bones to peaches from the Mage Training area. Take a few casts and you can be there for ages :].

Oh and personal experience.. d scim is fastest to train str for me.
