Or do I HAVE to buy them?

Yh you need to do lost tribe is it? i cant remember but its underneath lumby castle, down the trapdoor where the cook is, then you need a light source (bullseye lantern?) and then find your way, i suggest you complete the quest so then you can have someone lead you there for free and faster.

I finished that quest ages ago, and I also know where the seller is.

but bone bolts can be expensive and ive been buying them for sometime now and its too much

I just wanted to know if you can make them

Try a chisel or knife on bones lol. If that doesnt work, I cant imagine any other way for bones to be crafted to bolts.
